Just like with Doore and Neiz. He really did not show any feats which can put him higher than Frieza, even in his first form, let alone second.

Its the same Piccolo after the Frieza saga , who still keeped training , so he should be around Frieza 3nd form. Salza being at Frieza 2nd form initial tier is possible.

It can be seen for example in the Androids movie where Base saiyans are able to keep up with them while they are in the SSJ tier. So I would not put to much emphasis of the fact that Salza survived longest from all of them. Piccolo was in total control of the whole fight despite the fact that it was 3 vs 1. Just look how he killed Neiz. Furthermore I can't belive that Frieza would stay in his restrained form if he would know that besides his brother there are people, stronger than his first form.

Piccolo was able to block Bojack blast easily, while he was hell of a weaker than the blue pirate. The fact that Salza survived a few hits means basically nothing because in comparison to Piccolo he was trash, just like Doore and Neiz. Remember that we are talking about people who created movies in which: - Turles (low 30 000) blocked the SBC from Piccolo (about 20 000) at the point blank distance without a scratch - Master Roshi was able to give a fight to a bio warriors who were later on able to dispatch both Kuririn and Gohan with ease - Created a guy (Amond) who was able to counter attack a freaking kienzan - Let Kuririn to take a direct blast hit from Brolly with zero damage - Let Kuririn fight on the equal level as SSJ kids with Bio Brolly. What I am speaking about is the fact that the movies proved to us constantly (trust me, these are only a few examples), that power scalling here do not exist. Especially in terms of durablity. Especially if we look on Kuririn who constantly took hits from guys hell of a lot stronger than him, and he didn't get even a minor damage. In other words, the fact that Salza blocked a few hits from Piccolo and didn't blow up from a hit in the face, means nothing. In the overall fight he was a total trash in comparison to namekian.
